Escrow services in California can, depending on the type of transaction, be
provided by real estate professionals, lawyers, title companies and, like
Integra Escrow Corporation, licensed independent settlement agents.
Unlike other escrow service providers, licensed independent escrow agents
are not a party to the transaction and our sole purpose is to provide
settlement services that are truly independent of the principals to the
transaction or their agents. We are licensed by the
California Department of
Corporations and we are bonded and must meet rigourous standards in order
to obtain and maintain our license. If you have a choice, choose an
independent escrow agent for your next transaction.
License and Bond
California Department of Corporations
Integra Escrow Corporation is licensed as an Escrow Agent by the California
Department of Corporations Financial Services Division. The Department of
Corporations is the state agency responsible for administering the "Escrow
Law" in California and, in that capacity, is the primary regulator for
independent escrow agents (title companies and real estate agents are licensed
by other departments of the State of California.
Escrow Agent's Fidelity Corporation
Escrow Agents’ Fidelity Corporation (EAFC) is a non-profit mutual benefit
corporation with a membership consisting of independent escrow companies
licensed by the Commissioner of Corporations for the State of California. EAFC
members are those licensees engaged in the business of receiving escrows as
specified in subdivision (c) of Section 17312 of the Financial Code. EAFC
indemnifies member escrow companies against loss of trust obligations caused
by employee embezzlement, subject to the limitations in the Financial Code. In
addition, EAFC administers a Certificate Program on behalf of its members.
Every employee of a member and every temporary or freelance individual working
for a member is required to apply for a Certificate Card. Those individuals
having a specified history of misconduct or criminal record for crimes
involving dishonesty are denied the issuance of a Certificate Card and
restricted from working for a member. EAFC is required to suspend or revoke an
individual’s Certificate Card based upon any subsequent misconduct, as
specified in the Financial Code. EAFC also administers a Member Audit Program.
Section 17336 allows EAFC to periodically audit its members. EAFC employs a
full-time investigator to conduct such audits.

Trade Affiliations
Escrow Institute of California
Established in 1947, the Escrow Institute of California is a professional
trade association that represents the licensed, independent escrow industry in
California. EIC members are licensed by the California Department of
Corporations, undergo background checks and fingerprinting by the Department
of Justice and are bonded by the Escrow Agents’ Fidelity Corporation. Many EIC
members are community-based, family-owned, small business enterprises with a
customer base that is predominantly repeat business and referral based. The
Escrow Institute of California promotes its members’ interests at every level
of the industry, in every part of the state, as well as to represent and
advocate the positions of the industry before the key political and policy
leaders in Sacramento and Washington, D.C. The EIC continually works to help
guide and educate the public about the escrow process; to promote with
consumers the benefits of using licensed escrow companies; and, to increase
business opportunities for its members.
California Escrow Association
The California Escrow Association is a statewide organization for professional
escrow practitioners. It is dedicated to maintaining the highest standards in
escrow through continuing education of escrow personnel. Founded in 1924 in
Los Angeles as a local group, CEA became a statewide association in 1956. CEA
offers the only statewide program for professional designation of escrow
officers based on comprehensive examination. The designations include
Certified Senior Escrow Officer (CSEO) , Certified Escrow Officer (CEO),
Certified Mobilehome Specialist (CMHS), Certified Bulk Sales Specialist (CBSS),
Certified Escrow Instructor (CEI) , and Certified Escrow Technician (CET).
CEA works with community colleges throughout the state to develop a
CEA-approved curriculum leading to a certificate in Escrow.
Garden Grove Chamber of Commerce
The Garden Grove Chamber of Commerce is a member-driven organization. Our
Chamber strengthens the community by identifying needs, problems, and
opportunities. It then develops programs to satisfy these needs. Committees of
volunteers from member firms help the Chamber implement and achieve these
goals. Our Chamber regularly reviews its programs, goals and results to bring
about a healthier climate in which business and the community grow and
prosper.
